Trump sends refunds for Democrats’ Obamacare overcharges

Checks begin Wednesday for nearly 1 million people in 30 states who received no premium assistance and paid the full fee, returning money to household budgets.

Health policy should leave working families better able to afford coverage, and the Trump administration says it will begin returning Obamacare overcharges to families Wednesday through refund checks. The payments target insurance customers the administration says paid more because of Biden-era exchange fees1.

The White House said Democrats’ gross mismanagement of Obamacare led to overcharges and that President Trump was reversing them2.

Each check comes with a letter from President Trump. "For years, the Biden Administration overcharged you to fund the operation of HealthCare.gov," Trump says in it, according to CBS News. The letter says the money belongs to Americans, not the government. An administration official told CBS News that some families with more than one “affected person” could receive multiple payments by check or direct deposit1. For families who paid the full price of coverage, that is money leaving Washington and returning to the households that earned it.

Refunds target full-fee payers

The fact sheet says nearly 1 million people in 30 states will receive $500 refunds. Eligible recipients receive no premium assistance and therefore paid the full cost of the fee, the fact sheet says3.

The listed states include Alabama, Florida, Michigan and North Carolina3. Primary recipients earn above 400% of the federal poverty line1, CBS reports.

The White House fact sheet, dated September 10, 2026, limits the refunds to the 30 states that use the federal exchange. Its list also names Texas, Ohio, Wisconsin and Oregon. The fact sheet says, "Checks will be sent to eligible Americans beginning in October 20263." CBS reports that Trump’s letter describes the payment as a one-time refund.

Exchange fees raised premiums

The White House says exchange fees raised premiums and built a surplus.

Behind those payments is an exchange-financing system the White House says passed user fees to consumers through higher premiums while collecting more than operations required. The Biden administration accumulated a significant surplus that did not benefit the Americans paying those premiums, the fact sheet says3.

The refunds arrive amid broader pressure on household health budgets: KFF’s March poll found half of respondents said their premiums, deductibles or other costs were “a lot higher” than the previous year1.

Congress should protect family budgets

Congress should put family budgets ahead of excess collections.**

That household pressure is the right test for health policy: does it leave working families better able to afford insurance and raise children? Returning excess fees to the people who paid them meets that test.

Trump is calling on Congress to enact the Great Healthcare Plan to lower premiums and drug prices, hold insurers accountable and increase price transparency, the White House says3. Parents should hold their representatives to that affordability promise: return the excess charges, then protect the family budget beyond a single payment.
