Jayapal’s resolution calls for gender-identity rules in school sports
The resolution had 110 Democratic cosponsors by September 24; Your Rep’s Record listed it as still open and unreported on October 8.
Some Democratic candidates discussed passing a “Trans Bill of Rights” if Democrats retake the House1, Talk Radio 1190 reports; H. Res. 1058 separately calls for a federal Transgender Bill of Rights. Its text calls for federal law guaranteeing students participation by gender identity in school athletics and access to facilities2.
“The upcoming midterms are going to determine the fate of our children in America, and we need to make sure that we get every Republican to the polls”
For parents, the stake is a federal rule on their children: H. Res. 1058 calls for eliminating governmental restrictions on what it calls gender-affirming medical care for transgender and nonbinary "adults and adolescents2." Terry Schilling, president of American Principles Project, told Talk Radio 1190 that many voters have the wrong idea about where the fight stands. Schilling tied that directly to November: "The upcoming midterms are going to determine the fate of our children in America, and we need to make sure that we get every Republican to the polls." He warned that "going backwards here in this midterm election could cause serious damage to our effort to protect children1."

Your Rep’s Record says H. Res. 1058 was submitted on February 11, 2026, with 95 original cosponsors3. Its own text calls the listed actions "only the first steps toward transgender equality," so parents are looking at the opening of an agenda2.
