APP is backing bills from Reps. Scott Perry, Randy Fine, and Tim Burchett. The measures slap civil and criminal penalties on any agency that brokers surrogacy deals for registered sex offenders. They also ban foreign nationals from using U.S. surrogacy shops to buy American babies. The goal is simple: protect kids, born and unborn, from creeps and exploitation.
